If I say who this is, then it's spoilers for the game, but it's a Shadow (ie: the dark-side) version of one character.
I personally think "Don't stop Believing" should be the theme song to Persona 4, but I really like Journey (and pretty much all cheesy 80's rock) so you probably shouldn't listen to me!
Even in-context it's a weirdly depressing song (then again, I think Call Me Maybe is about someone very mentally unstable so IDK)
Basically you can make any song really creepy with the right font and images - eg: what I did with The Last Unicorn! If the words are placed with a certain character they take on a new meaning.
